
In July, 2004 the Small Business Administration certified us as an 8(a) Alaska Native Corporation (ANC) contractor. As an SBA 8(a) ANC contractor we are eligible to bid on all federal contracts, especially those that are designated for certified SBA 8(a) firms. In some cases the contracting federal agency will provide the contract to 8(a) firms under a "sole source" agreement, the terms of which are negotiated with the contracting agency.
For prime government contractors we can provide subcontracting which adds additional incentive to that prime contractor under the Indian Incentive Program (IIP). This incentive amounts to 5% of the subcontract total paid by the government contracting agency directly to the prime contractor.
Currently, besides Alaska, we are at 14 US locations providing calibration services for the US Army's test, measurement and diagnostic equipment (TMDE). We are certified in many NAICS Codes and are willing to partner with a variety of businesses to provide the government with the best performance at the best price.
8(a) Business
Small Business Administration Program 8(a) Overview
The Small Business Administration's 8(a) program, named for a section of the Small Business Act, is a business development program created to help small businesses.
How the Program Works
The 8 (a) program is intended to benefit both the client as well as the contractor through mechanisms that ensure quality performance.Prior to acceptance into the program, the contractor is subjected to a rigorous review of its ownership, daily management, operations, experience and financial status. Only those contractors that can document disadvantaged business status and demonstrate the viability of the organization are accepted into the program. Once accepted, the contractor is required to provide the SBA with a detailed business plan that must be updated annually.
NAICS Codes
Upon acceptance, each contractor is assigned NAICS codes based on the qualifications and experience of the company and key personnel. Performance of 8(a) contracts is then limited to those codes.

Subcontracting
One of the goals of the 8(a) program is to allow non-8(a) contractors to expand their scope of services. Therefore, the 8(a) contractor is permitted, with approval of the SBA, to subcontract a portion of this work to other qualified firms. Contractors develop valuable relationships, while the client benefits from a qualified, experienced, well-rounded team.

Indian Incentive Program
Native Americans have a long history of patriotically contributing to the U.S. Military. Today, Native American small businesses in the fields of engineering, construction, IT, and other areas, continue to supply the Department of Defense (DoD) with dependable high-quality supplies and services.
Despite recent upward trends in economic activity, Indian reservations and Alaska Native Villages still suffer some of the worst poverty in the country. In an effort to boost Native American economic development, Congress has authorized Federal contracting agencies to "encourage" the use of Native American owned subcontractors. The DoD Indian Incentive Program is a viable example of this encouragement.
The Department of Defense (DoD) Indian Incentive Program (IIP) motivates Prime contractors to utilize Indian organizations and Indian-owned economic enterprises, by providing a 5% rebate to Prime contractors on subcontracted work performed by an Indian organization or on subcontracted products manufactured in whole or in part by an Indian organization. For actions after 13 September 2001, sub-tier contractors who subcontract to an Indian-owned firm are also eligible for incentive payments.
